Getting the right link
In the TikTok app, open the video, tap the arrow (Share) and choose Copy link. You will get something like https://vm.tiktok.com/ZMh3abc12/ or, on newer app versions, https://www.tt.site/t/ZN8BfDSSC/. Both are short redirect links. Paste either one; the server follows the redirect to the full tiktok.com/@user/video/… address on its own.

The HD file is often smaller in megabytes than the normal one. That is not a mistake: H.265 compresses about twice as well as H.264, so it needs fewer bytes for a sharper picture.
